Mr. Ferguson unsuccessfully appealed to the Tribunal in Edinburgh last February against the Authority's refusal of a 5+-ton vehicle on A licence, the case having been sent back to the Authority with the recommendation that Ferguson put himself in the hands of "a reliable person who could instruct him." , When he appeared before Mr. Quin last week, Ferguson said that the previous owner of the vehicle, a Mr. J. Kelly, used the vehicle to the extent of 30 per cent. for the carriage of herrings to the West Coast. Questioned by Mr. a Brown, for the objectors (the B.T.C.), Ferguson said that if his application were not granted Kelly would put forward a similar application.

Mr. Quin: It looks as if you are trying to play ducks and drakes with the Licensing Authority."

Adjourning the case, Mr. Quin said: "We are wasting our time unless we see
