Which of the following most accurately describes the problem?

TRANSPORT SECRETARY Nicholas Ridley faces demands at the Conservative Party conference in Blackpool next week for increased spending on road building.

The Tories are now making transport the subject of the opening debate at their conference this year, in contrast to last year when there was no debate.

The motion to be debated says that good roads, good road links as well as other forms of transport are essential for economic recovery and calls on the Government "to ensure that levels of expenditure are maintained, and if necessary increased to cater for future demands."
