Which of the following most accurately describes the problem?

WHILST loads of hops are insured for fire by the Hops Marketing Board, a haulier could, if negligence were proved, be held liable for damage by fire. This is pointed out in the latest bulletin of the Metropolitan and Southeastern Area of the Road Haulage

Association. '

' Last season, it says, the greater part of a load carried by a member was damaged by.fire. The Board's itturers settled the claim for £500, but issued a writ against the haulier, alleging negligence:

The Board insures against fire all hops from the time they are picked until they, are sold and be&nne :the property of the buyers. Hauliers -are regarded as responsible for any other damage to the hops in transit.

R.H,A. brokers state that haulliers are responsible for damage to hops in loading and unloading, tearing of'poc'kets and so on, unless under certain cOnditions of carriage. In any event, a haulier would be liable if negligence were proved against him, even for fire and even although the Board itself insures the hops against fire.
