Which of the following most accurately describes the problem?

IF the supply of raw materials enabled "the motor industry to use its productive capacity fully, it could make an even greater contribution to the export trade. Mr. G. E. Beharrell, president of the Society of Motor Manufacturers and Traders, made this statement this week. An extra 100,000 tons of steel a year-0.6 per cent. of the national output—would make all the difference, he said.

Lack of adequate sheet-steel supplies has forced Vauxhall Motors, Ltd., to lay off -375 men and to reduce output by 50 vehicles a day.
