Which of the following most accurately describes the problem?

ANEW garage has been built at Burnley to accommodate the cleansing and haulage vehicles of the council and to provide comprehensive maintenance facilities. It was formerly opened on Tuesday. Until now, vehicles have had to be garaged in several buildings some distance apart, and repairs done in premises lacking proper ventilation and heating.

Of modern design, the new garage can accommodate up to 70 vehicles in a clear parking space of 20,250 sq. ft. The repair shop has a tiled pit and an 8-ton electric hoist, other equipment including a 3-ton crane, a 5-ton press, a compressor, lathe, pillar drill and welding apparatus.

Stores cover 800 sq. ft., and at the entrance are two petrol dispensers with a pair of underground 1,000-gallon tanks. A 750-gallon oil-fuel tank is to be installed later because of the growing number of oilers in the council's fleet.
