Which of the following most accurately describes the problem?

• A Department of Transport survey carried out last November showed that almost 60% of heavy goods vehicles arriving on RO-RO ferries at Dover were foreign-registered.

About 12% of these were drawbar trailers and nine out of 10 were foreign. Conversely, 35% of UK artics were hauled by three-axle units, while only 7% of foreign artics used the tri-axle tractor.

Dover represents about 70% of all RO-RO traffic with Europe. Other ports are thought to have a similar pattern of vehicles to Dover.
