Which of the following most accurately describes the problem?

THE SCOTTISH Bus Group is raising the age limit for scholars' fares from 14 to 16, but only in Grampian Region.

Grampian director of public transportation John Westaby announced last week that agreement had been reached with local SBG company Alexander (Northern).

The revision has still to be approved by the Scottish Traffic Commissioners, but will be introduced as soon as possible.

It will apply only to journeys wholly within Grampian, and 'brings Northern's arrangements in line with the region's own Aberdeen city services.

Northern will be compensated for loss of revenue through raising the age limit.
