Which of the following most accurately describes the problem?

AN appeal by Frames Tours, Ltd., against the Deputy Metropolitan Licensing Authority's refusal to grant them two extended tours from London, has been rejected, with costs, by the Minister of Transport.

When the appeal was heard before Sir Robert Tolerton in London (The Commercial Motor, January 8), Frames Tours, who are both booking agents and tour operators, claimed it was unjust , that they should be " chained " to Southdown Motor Services, Ltd.

Objectors other than Southdown were Ribble Motor Services, Ltd.; Scout Motor Services, Ltd.; W. C. Standerwick, Ltd.; Wallace Arnold Tours, Ltd.; and Westcliff-on-Sea Motor Services, Ltd.
