Which of the following most accurately describes the problem?

• Top of the transport awards in the New Year's Honours list was Len Harper, recently-retired national secretary for the Road Haulage Association, who was honoured with an MBE.

Chairman of the Road Traffic Law Review, Dr Peter North of Jesus College, Oxford, becomes a CBE, along with the managing director of Peugeot Talbot, Geoffrey Whalen.

Awarded OBEs were: chairman of the National Road Safety Committee ROSPA, R H O'Hanlon; Professor A R Cusens, head of the engineering department at the University of Leeds; and P J Moore, commercial development manager at P&O Containers.

Both J V Roome, a senior traffic examiner of the Department of Transport, and J A Wright, principle administration officer at the Department of Highways and Transport, were honoured with MBEs.

Sir John Sainsbury, chairman of J Sainsbury, becomes a baron and Peter Grenville Cazalet, deputy chairman of British Petroleum, becomes a Knights Bachelor.

Two drivers have also been honoured in the list. W D Buckle, a truck operator for Esso, and D G Frankcom, of Shell International, were both awarded with a British Empire Medal.

Bob Adamson, the former Lancashire Constabulary tachograph and commercial vehicle enforcement expert, was also awarded a BEM. Adamson joined TNT at the beginning of November last year.
