Which of the following most accurately describes the problem?

ROAD transport operators are unhappy with a plan to impose a width and weight limit on the island of Mull.

Strathclyde Regional .Council wants to restrict width to 2.5m (8ft 2in), and to replace the present unenforced eightton weight limit with an enforceable 12-ton limit.

The Freight Transport Association, private hauliers, and other business and industrial interests say it will retard economic growth on the island.

But the council says it has no choice. Finance is not available for necessary road improvements, and the present system will collapse if the limits are not applied.
