Which of the following most accurately describes the problem?

• No immediate appointment is to be made following the death during Christmas (CM, last week) of Mr Albert Burrows, director-general of the Merseyside Passenger Transport Executive. Over 500 people from all sectors of the passenger transport industry attended his funeral last Friday. Mr Burrows was 53.

The position is to be advertised in the normal way. Until an appointment is made the three-man PTE directorate, consisting of Mr J. Brooksbank (finance and administration), Mr F. S. Brimelow (operations) and Mr P. I. Welding (planning and development), are sharing responsibility for the day-to-day running of the undertaking.
