Which of the following most accurately describes the problem?

Keywords : Herefordshire

THE West Midland LA, Mr. J. Else, last week granted ah application by W.P. Gwillim, of Ross-on-Wye, to add a 3-1-ton vehicle to his two-tipper B licence, despite the fact that there was no written or oral support for the application. Mr. Else said it was the thinnest case he had heard, but he would grant the licence because he accepted Mr. Gwillim's evidence about the full utilization of his existing vehicles.

Mr. Gwillim had said that his vehicles were fully employed and there was plenty of work in the area. He wished to switch work done for Herefordshire and Gloucestershire County Councils to the small vehicle and carry roadmaking and building materials on his 8+-tonners.
