Which of the following most accurately describes the problem?

• The level of law breaking among truck operators was again underlined last week when vehicle and traffic examiners across Scotland, Wales and England handed out more than 400 prohibition notices.

The check, on 29 January, was part of Operation Mermaid. It also involved the police and Customs & Excise.

In all, 3,997 lorries were checked and 341 drivers were reported for traffic offences. A total of 410 prohibition notices were issued, 198 of them immediate.

The Vehicle Inspectorate says the main defects involved brakes, steering and tyres.
