We have pleasure in reproducing the official programme for the third International Road Congress. The first Congress took place at Paris in the year 1908, and the second one at Brussels in the year 1910. London is to be favoured with the Congress proceedings next year, and the importance of these may be gathered from the fact that representatives of some 37 States will attend.

The deliberations and resolutions of the Congress will be matters of direct concern to every owner of a commercial motor in the country. On the one hand, we shall witness the efforts of road surveyors to secure curtailment of the heaviest forms of traffic ; on the other hand, the delegates of the Commercial Motor Users Association will be present to endeavour to prevent anything that is unfair and unjustified from being put upon the records of the Congress. That is one good reason for general support of the C.M.U..& by owners.

The Editor of this piurnal is down to read the only paper from Great Britain on the subject of "The Development Since the Year I09 of Self-propelled Public Service Vehicles "—a subject, for the preceding term of two years, which was also entrusted to his charge at the Brussels Congress of 1910. Government recognition has been secured for the proceedings of the Congress, and the invitation to the Permanent Committee to hold it in London was officially communicated through the Road Board in the name of the Government. It will be noted that

the proceedings will be opened by the Chancellor of the Exchequer. H.M. the King is patron.

The Published list of contributions to the expenses of the Congress shows that support has been general. Amongst the motoring bodies who have contributed, we find the Royal Automobile Club (.2500) and the Society of Motor Manufacturers and Traders (2500). The Commercial Motor Users Association contributes the modest sum of 10 guineas, but its financial resources are known not to be very considerable ; most of its income is spent in giving current benefits to members—legal defence, a weekly journal, etc.

Any individual, who may be desirous to support the Congress by a contribution of one guinea or upwards, should put himself in communication with the hon. general secretary, Mr. W. Rees Jeffreys, in order to ascertain the facilities that can be afforded to him between the 23rd June and 5th July.

It transpires that very considerable trade support has been secured for the Road Exhibition, which will be held at the Royal Horticultural Hall. This exhibition will be opened on the 23rd June by the First Commissioner of H.M. Office of Works, Earl Beauchamp, who is President of the Exhibition Committee, and will remain open until the following Saturday. It, will contain all classes of machinery, apparatus, materials, models, drawings, plans and maps, illustrative of road construction. Mr. H. P. Maybury, the county surveyor of Kent, is hon. secretary to the Exhibition Committee.
