Which of the following most accurately describes the problem?

THE HEALTH and Safety Executive has issued three exemption certificates for certain provisions of the 1981 Dangerous Substances (Conveyance by Road in Road Tankers and Tank Containers) Regulations.

It has the power to do this where it is satisfied that the exemption will not prejudice the health and safety of any persons likely to be involved with the goods.

One exemption permits carbon disulphide to be carried in a tank container, provided that the container and the vehicle on which it is carried comply with Regulation 8 of the 1958 Carbon Disulphide (Conveyance by Road) Regulations.

The second exemption excludes petroleum spirit lorries built to meet ADR international dangerous goods standards from having to have their compartments divided into 5cum sections, provided that the petrol is not for motor vehicles or for delivery to filling stations.

The HSE has also exempted operators from having to fit screwcaps to the draw-off pipes of petrol tankers provided that the substance carried is a petroleum mixture and that the drawoff pipes are fitted with Argus KK double ball valves and clip-on covers.

It is not necessary for operators to apply for exemption from the first two requirements, but the screwcaps exemption will only be granted after an operator applies to the HSE at HSD A3, 25 Chapel Street, London, NW1 5DT.
