Which of the following most accurately describes the problem?

AMINOR but significant change in the basis of Traders Road Transport Association membership will now allow all goods vehicles operated as transport

on own account to be included. The Association has always represented the interests of those vehicles operated by traders and manufacturers on C licence or C-hiring margin, but it has found that many of its members have also looked to the Association for advice in respect of vehicles not technically eligible for T.R.T.A. membership—such as certain types of dual-purpose vehicle and agricultural vehicles which are specifically exempt from the need for a C licence.

The T.R.T.A. has been able to help its members in this respect and it now feels that the time has come to offer full membership status to these vehicles. Companies exclusively operating such vehicles, hitherto barred from membership, will now he able to join.
