FRED MULLEY, Minister for Transport. was accused last week of increasing "arbitrary" cuts in the roadbuilding programme.

The British Road Federation claims in a report that 70 motorway and trunk road schemes in England have been "quietly shelved" for the foreseeable future.

BRF says that the 3,100mile lorry route network announced earlier this year by Mr Mulley excludes 400 miles of new road originally included in the • strategic trunk road programme outlined by the Conservatives in 1971.
