Which of the following most accurately describes the problem?

AYORKSHIRE haulier whose A-licensed vehicle had travelled 89,000 miles in 20 months, mostly hauling coal over the Pennines into Lancashire, applied at Leeds, last week, for the conditions of two B licences to be amended. He wanted them to include coal and coke within 50 miles of Sandal Post Office.

Mr. G. W. Woodhead. of Sandal, near Wakefield, said he was engaged practically six days each week as a sub-contractor on coal haulage. He generally made two trips a day and his vehicle was now becoming unreliable. The B licences would be used in emergencies.

Cross-examined by Mr. T. B. Atkinson, for British Railways, he said he did

not know that a temporary substitution could be arranged in case of a breakdown. Fle admitted he would shortly be applying to replace the A-licensed vehicle, which had a useful life of 100,000 miles.

After Mr. Atkinson had stated that no attempt had been made to apply for a temporary substitution, and there was no evidence of the A-licensed vehicle standing idle, Mr. J. H. E. Randolph, Yorkshire Deputy Licensing Authority, rejected the application.
