Which of the following most accurately describes the problem?

1-1. A HAZARD for hauliers handling loads to and from the Continent was pinpointed in a case at Liverpool when 'F. Nelson (Liverpool), Ltd., faced two offences for overweight.

Bars of stainless steel weighing 13-tons 10-cwt. arrived on a German trailer which was so heavily constructed that the gross weight of the vehicle and load exceeded the permitted maximum of 20 tons.

Had the load been on an English-type trailer the total weight would have been within the permitted maximum.

One charge against Nelsons was withdrawn and on the other they and their driver were advised to offer no defence.

Their problem: When loads arrive from the Continent in sealed containers on trailers of unspecified weight, should they leave them at the dockside or haul them away and risk prosecution?

Nelsons suggest the problem should be passed to the Ministry of Transport.
