Which of the following most accurately describes the problem?

THE committee which considered the I Transport (Amendment) Bill should have been based on technical considerations. Instead, it was weighted in favour of the Government.

Mr. Frank F. Fowler, national chairman of the Road Haulage Association, made this comment at the dinner of the R.H.A. West Midland Area, in Birmingham, last week. He said that the nationalization egg could be unscrambled when there was a change of government. The railways could be run profitably without affecting road hauliers' interests.

Other speakers were the Earl of Selkirk, Mr. R. N. Ingram, area chairman, Mr. I. Foley Egginton, West Midland Deputy Licensing Authority, and Mr. H. Eyles, secretary of Birmingham Chamber of Commerce.
