Which of the following most accurately describes the problem?

A note of alarm concerning the Appeal Tribunal's decision against the regrant of A licences to the Blyth Transport Co, Ltd.. and B. and C.L. Transporters, Ltd., on appeal by the L.N.E.R., was sounded by Mr. E. G. Bibbings (Yorkshire Area secretary, A.R.O. ) in a speech at an A.R.O. meeting at Barnsley on Tuesday last. After explaining that the companies in question were old established, that the licence renewal was without variation, and that the railway company based its case on the contention that the facilities which it provided were suitable. Mr. Bibbings said the implication to be drawn from the Appeal • Tribunal's decision was that the future of every A-licence holder was in the melting pot. Unless the decision was rescinded, or the relevant part of the Act amended, he could visualize the complete extermination, without compensation, of thousands of genuine hauliers.

He urged the institution of an impartial inquiry into the various decisionsoof the Appeal Tribunal. Those engaged in the industry, he said, should protest to their local M.P.s as well as to the Minister of Transport. Hauliers everywhere should organize mass meetings, from which resolutions of protest should be sent to the authorities.
