Which of the following most accurately describes the problem?

/ Tayside Public Transport, which has just been taken over by a management-led employee team, is planning to expand out of bus and coach work.

The Dundee-based firm's managing director, Sandy Strachan, says he hopes to tie up new business within 12 months, although he will not say in what area.

"Our main base will always be bus operation," says Strachan, "but if we want to grow we have to look outside PCV work."

According to Strachan there is little scope to expand the company's fleet of 140 buses and 30 coaches because the Dundee area has a small population and attracts few tourists.
