Which of the following most accurately describes the problem?

• -You have had a pretty chequered Career in this traffic court, one way and another, said Mr, R. R. Jackson, South Wales LA, when adjourning an application for a B licence by

a Newport, Mon. builder,

Appearing before the LA was Mr. John Barrett, who had made several previous applications. He told the LA that he had received inquiries from Newport corporation and another firm for the hire of his vehicle. The application was objected to by S. F. Harfoot, Robert Wynne and Donald Waters Ltd., Newport, Mon., but both Harfoot and Wynne withdrew their objections at the last

minute.

Mr. Rex Withers, for Donald Waters, said his company had seven vehicles of similar capacity to Mr. Barrett's but he had received no inquiries for hire of vehicles.

In adjourning the application Mr. Jackson said that if Mr. Barrett could produce a letter of support from Newport corporation he would grant a licence for within a 20-mile radius of Newport.
