Which of the following most accurately describes the problem?

• There was considerable surprise in transport circles on Tuesday when, following a lengthy meeting, of the Merseyside PTA for the purpose of selecting a short-list for the appointment of directorgeneral, it became known that no names would be released. This is, of course, writes Ashley Taylor, a complete break in municipal transport and general local authority tradition. In response to requests for further information it was said on the authority of the town clerk of Liverpool, secretary to the Merseyside PTA, that no statement would be issued.

In view of the criticism that has been levelled at appointments elsewhere. the Merseyside policy on this matter is being strongly questioned by professional transport men in the North.
