Which of the following most accurately describes the problem?

THE Scottish Conciliation Board had a five-hour sitting in Glasgow on December 28. Mr. Hugh Lyon, of the Scottish Horse and Motormen's Association, was appointed chairman, and Mr. T. B. Worsley, of the Scottish Commercial Motor Users' Association, was appointed secretary of the Board.

The conference was private, and, at the close, a statement was made to the effect that the employees' representatives had submitted proposals for wages, ranging from 52s. 6d. per week for drivers of vehicles of 30-cwt. capacity and under to 70s. per week for drivers of vehicles of 12-tons gross weight and over.

The r mployers' representatives offered a scale similar to Grade 3, ranging from 45s. to 62s. per week, but indicated that they were open to offer payment according to Grade 2 (from 49s. to 66s.) if the matter were settled immediately. This offer was not accepte0.

Differences of view als.) prevailed regarding working hours, holidays with

pay and overtime. The employees' representatives asked for a guaranteed week of 48 hours, with overtime at the rate of time-and:an-eighth for the first eight hours after the 48 hours and time-and-a-quarter for all time worked beyond that period. For youths, the employees sought 35s, for the first year of service, 40s. for the second year, and 45s. for the third, after which period, the workers suggested, they be graded on the adult scale.

The employers' side of the Conciliation Board represents the Scottish C.M.U.A., the Scottish Contractors' Federation, the Scottish Hauliers' Association, the Fife Hauliers' Association, the Central Scottish Hauliers' Association and the Dumfries Road Haulage Association. The employees' side is representative of the Scottish Horse and Motormen's Association and the Transport and General Workers' Union.

If agreement be reached by Jan nary 10, it is understood that the workers' representatives will not press for the increases to be made retrospective from January 1.
