Which of the following most accurately describes the problem?

WEST MIDLANDS Traffic Commissioners have granted three road service licences to Heart of England Tours, considered at a public sitting last November, and have also granted a further five applications including one by West Midlands PTE.

The licences are all for services in Warwickshire previously operated by the now defunct Mid Warwickshire Motors on contract for WMPTE.

The new licences have been granted, subject to conditions relating to vehicle allowances, for an experimental period expiring on November 30 this year.

Commissioners' chairman Ronald Jackson has also asked Warwickshire County Council to keep an eye on the services during this period and keep the Commissioners advised of any appropriate developments. Heart of England is run by George Day, managing director of Mid Warwickshire.
