About 25% of companies have had problems with EL and 8% are illegally trading without cover, according to a report from the Federation of Small Businesses (FSB).
The FSB survey of 1,000 small business owners also reveals tha 20% of the firms with EL have been forced to cut staff or stop recruitment due to soaring premiums.
And 20% of businesses say they are facing another rise in premiums this year on top of last year's dramatic increases, at a time when more than 50% of the companies surveyed have suffered falling profits.
