Which of the following most accurately describes the problem?

So Road Haulage Association boss Steven Norris wants hauliers to pay more for 0-licences to help pay for more enforcement (CM 27 Nov-3 Dec).

Maybe, as Mr Norris says, some RBA members want this. But as a working driver this sounds a bit like turkeys voting for Christmas.

My boss runs a small fleet and encourages everyone who works there to take the rules seriously. This is fair enough; besides the fact that no one wants to drive a dangerous wagon, if he loses his 0-licence I lose my job.

But paying for enforcement? What about the billions the industry already pays in taxes?
