Which of the following most accurately describes the problem?

THERE is to be no petrol tax rebate for L p.s.v. as a. whole. A Conservative attempt to extend the concession in this way was defeated in the Commons this week—as were suggestions that favourable treatment should be given to the whole of Scotland and Northern Ireland and to the agricultural and horticultural industries.

Mr. Geoffrey Lloyd, who moved an amendment to the Finance Bill, said it would be wrong in principle to confine this rebate to stage carriage services only. It would lead to anomolies—for example, it would exclude contract services to carry schoolchildren and the contracts to carry men to work.
