Which of the following most accurately describes the problem?

M The conduct of West Yorkshire Road Car was criticised when it and John and Joan Wreglesworth, trading as Glenn Coaches, were warned by North Eastern Traffic Commissioner Frederick Whalley over the manner in which they have been operating competing local services in York and the surrounding areas.

Each operator claimed that the other had not run to timetable and had operated unauthorised additional journeys. The Wreglesworths complained of constant harrassment and aggravation, while West Yorkshire alleged that the partners had a phobia about the company's management and staff.

Warning that he would not take such a lenient view in any future hearings, Whalley said it was obvious that the staff of West Yorkshire had taken exception to what they saw as a small operator stealing their passengers. He felt that the Wreglesworths and their staff had overreacted to that and the whole matter had escalated.

In the case of West Yorkshire, there was no doubt that the company had not operated in accordance with its registration until the matter was brought to its attention by a traffic examiner. That was totally inexcusable in an operator of West Yorkshire's size and experience. It was not the first time he had to Question their professionalism in the way they ran their services and he was reasonably satisfied that West Yorkshire had interfered with the Wreglesworths' services.
