Which of the following most accurately describes the problem?

NVI-IEN Mr. A. J. Middleton, Aberdeen, applied for a new B licence, the Scottish Deputy Licensing Authority, Mr. Alex Robertson, declared that it was another case in which a person engaged on C-hiring had committed an offence and been fined. Now he wanted a B licence to undertake work obtained through C-hire, so Mr. Middleton was really asking the Authority to condone his irregularities.

Refusing the application, Mr. Robertson pointed out that Mr. Middleton was committing further irregularities by using his two A-licence vehicles outside their declared normal user. He might find himself in serious trouble when those licences needed renewing.

There were objections from 22 hauliers in the Aberdeen area.
