Which of the following most accurately describes the problem?

AN appeal against the refusal by the Scottish Licensing Authority to allow Highland Transport to run coaches between Glasgow and Scrabster was heard by Mr. W. Grant, Q.C., Ministry of Transport inspector, last week.

Mr. D. Mackay, for the appellant, said that ample evidence had been produced to show that existing services were not suitable. Passengers had to change coaches two or three times between Inverness and Thurso, and even with the introduction of a Glasgow-Inverness service by W. Alexander and Sons. Ltd., it was still not possible for passengers to arrive in Scrabster in time to catch a boat to the Orkneys.

Mr. R. P. Morison, Q.C., for Alexander, Highland Omnibuses, Ltd., and David MacBrayne, Ltd., said that the appellant was a newcomer to express services. Every part of the proposed route was served by existing operators. Mr. A. Thomson, for the Railway Executive, submitted that if additional facilities were required, the present providers of transport should be given the opportunity of offering them before a newcomer was permitted to enter the field.
