Which of the following most accurately describes the problem?

THE Commercial Motor Users Association has, in conjunction with other national organizations, reached agreement with the War Office regarding the terms and conditions for the continuous hire of public-service vehicles to the War Department. The agreement relates only to hirings for a week or more, and applies for a year as from June 1, 1941.

-The terms are as follow:—(1) A standing charge of 212 6s. per week of seven days including 35 free miles' of running, odd days in excess being reckoned at one-seventh of the weekly rate. Peaiods over 12 hours will be reckoned as a day and those under ignored. (2) A running charge of 4d. per vehicle-mile in excess of 35 per week on (a) journeys to the place of reporting and from the place of dismissal by direct routes; (b) journeys for repair not due to fair wear and tear;

(c) those performed at the request of the authorized officer.

The War Department will provide fuel and lubricants for the-above mileage.

Where the contractor supplies driver, the W.D. will refund: (a) All wages and war bonus paid to the driver up to the maxima; (b) the employer's contributions for National Health and Unemployment; (c) where the vehicle is hired for long periods, reasonable travelling expenses and extra wages involved by changing drivers.

The W.D. will also provide rations or a money allowance for the driver.

Insurance risks will be met in respect of the vehicle, occupants and thirdparties except: (a) the consequence of enemy action; (b) fair wear and tear; (c) the result of patent and latent defects in the vehicle existing at the commencement of the hiring; (d) injury to the contractor's employees,
