Which of the following most accurately describes the problem?

• The London Lorry Ban should form the blueprint for truck bans in every major European city, claims Pete Broadbent, chairman of the London Boroughs Transport Committee.

"If there was legislation for lorry bans in all the cities in the EEC it would be a much more sensible way forward," he says. "I sympathise entirel: with the RHA and ETA that separate lorry bans in different areas would be very confusing EEC policies on lorry bans need to be evolved together."

Broadbent admits there could be problems in establishing a pan-European lorry ban formula, but believes then is much support for such a move. "It is one of the few areas where London is ahead of the rest of Europe on an environment consciousness level," he says.
