Which of the following most accurately describes the problem?

The 1924 report of the London County Council states that during the year there was an increase of about 40 per cent, in the number of motor omnibuses on the tramway routes, excluding those on the lines of outside authorities over which the council has through services. The report adds that rivalry of competing owners has restlted in the congestion of many routes by a number of vehicles far in excess of public requirements, and apart from the obstruction to tramway and other traffic the superfluous operation of these conveyances had a serious effect on the revenue of the council's undertaking. Furthermore, the hope is expressed that the London Traffic Advisory Committee will be able to rearrange the provision of passenger transport according to the requirements of each district and thus eliminate unnecessary competition.
