Which of the following most accurately describes the problem?

THE Transport and General Workers' Union took the unusual step on Wednesday of calling a national delegate conference of provincial bus workers to consider the position which might arise from the bus companies' reply to their claim for an increase in wages of 11 2s. a week. The Union obviously wished to have national backing for their answer to the employers and for any action that they might think necessary to enforce their claim.

Some weeks ago there was an unconfirmed rumour in the north of England that if the claim were not met, notice of intention to strike might be given.

No date has yet been fixed for a further meeting of the National Council for the Omnibus Industry at which the Unions' reply to the employers would be considered.
