Which of the following most accurately describes the problem?

• Raising the weight limit for drawbar vehicles from 32 to 38 tonnes would mean huge savings for operators, Roads and Traffic minister Peter Bottomley was told on Wednesday.

Bottomley was visiting Tangmere Airfield in West Sussex where he saw a demonstration of drawbar and articulated lorry manoeuvrability. The event was arranged by West Sussex County Council.

A 38-tonne limit would save it £10,000 a year, it claims, and the vehicles would be no bigger than existing five-axle artics.
