Which of the following most accurately describes the problem?

• Doncaster lorry driver William Gibbins was fined £1,000 for a weekly rest offence under the controversial "Unit Fine" system.

Gibbins failed to appear before Leigh, Lancashire magistrates to answer the charges.

Prosecuting, Alan Bakker said that Gibbins' 38-tonne artic was stopped by police on the East Lancashire Road at Astley last December. An examination of his tachograph charts showed that he had driven for seven days without taking a weekly rest period.

Gibbins said that he had just one last drop to do in Bradford and then he was taking two days off.

The magistrates found the case against Gibbins proved and fined him 10 units. As they had no details of his disposable income, they assessed the units at the maximum of I'M.

Gibbins was ordered to pay £30 prosecution costs.
