Which of the following most accurately describes the problem?

• Figures released by the Department for Transport show that the number of commercial vehicle occupants killed on UK roads rose from 118 in 2001 to 133 in 2002.

The figures appear to run against the trend revealed earlier this month in the Focus on Freight report, which found that the total number of deaths In accidents involving trucks had fallen by 26% between 1991 and 2001 (CM 1925 June).

A Department for Transport spokesman admits it is unclear why there was an apparent discrepancy between the two sets of figures.

However, he points out that the latest survey just recorded the deaths of commercial vehicle occupants, while the previous figures included all fatalities in accidents involving goods vehicles.

Although the number of deaths of commercial vehicle occupants Is at its highest for several years, says the spokesman, this is because the total kilometres driven has also increased.

The spokesman says: "Obviously we would like the deaths to go down, but actually the number of fatalities has been fairly consistent over the past five years at 0.2% per 100 million kilometres driven by goods vehicles."
