Which of the following most accurately describes the problem?

• Fuel rebate for bus operators on stage carriage work was increased on January 1 from 1s 6.7d to 2s 3.7d. This follows the introduction of section 33 of the Transport Bill which sets the duty payable by operators at not less than 2s. The full rate of duty is now 4s 4d per gallon.

The new rebate is a 50 per cent increase on that paid at November 23 when the Chancellor increased the duty on fuel by 4.7d.
