Which of the following most accurately describes the problem?

THE intimation by the unions at last week's meeting of the National Negotiating Committee for the haulage industry that a pay claim is on the way was not a concerted move by the unions planned in advance. Alex Kitson, whose union journal had anticipated such a move, attended the NI*IC as an observer. The Scottish drivers' union, I gather, has still to make up its mind whether it wishes to continue its representation on the NNC.

The union spokesmen—jogged along by Alex Kitson I surmise— decided to go through the familiar motions to save time. Had the employers' panel known in advance that a claim was to be mentioned a formal meeting date at which the bargainers would lock horns would have been fixed. Now both sides have time to reflect. If the negotiators, in due course, agree terms without any productivity strings they will invite a stern reproof from Mr. Gunter.
