JOBS change but the names remain the same. In what seems an age ago Sir Arthur Armitage was advising Norman Fowler, Transport Secretary, on road transport and heavy lorries.
Now as chairman of the Social Security Advisory Committee he has given his name to a report to Norman Fowler, Social Services Secretary, on unemployment benefit. That is something Sir Arthur is never likely to need but he couldn't do without heavy lorries.
