Which of the following most accurately describes the problem?

GERMANY, HOLLAND and Spain already offer incentives for Euro-5 emission-level vehicles Germany through Maut tolls on LGVs and Holland and Spain through ECAs and this has encouraged a virtual wholesale switch to Euro-5. Supported by such incentives their AdBlue infrastructures are way ahead of anything here in the UK and are preparing them for future Euro-6 emission demands, which will almost certainly require SCR/AdBlue.

At the same time modernisation of the fleet has been encouraged, with the most efficient driveline giving those operators environmental fleet advantages in terms of Euro levels and also carbon emissions. These are especially important if the road transport sector is included in carbon trading, as desired by the UK government among others By concentrating on full Euro-5 emissions for RPC rebates, the UK government and transport industry could support the activities of local authorities to reduce NOx emissions as well as particulate matter emissions, in addition to creating a climate for the environmental enhancement of the freight transport fleet.

Having no incentive leaves UK operators as poorer relations in terms of support for fleet replacement and increasingly challenged in fleet environmental status EGR Euro-5 solutions look unlikely to be ready until the mandatory 2008/9 deadline; if we follow Freight Transport Association logic not to have incentives until both technologies exist at Euro-5, there will be less than one year before the Euro-6 deadline to win any incentive for cleaner emissions and that will almost certainly involve SCR and AdBlue.
