Which of the following most accurately describes the problem?

PAYMENT of nearly i:13in in EEC grants for major transport projects in Britain was approved in Brussels last week and most of the money should be handed over by the end of this year.

The cash comes front a fund of about i:45m set aside last year for projects designed to eliminate transport bottlenecks or improve links between EEC countries.

Britain's share of the fund is being spent on the M25 ring motorway around London, the Sidcup by-pass and improved access to the port of Harwich.

Transport Secretary.Nicho las Ridley proved a tough negotiator and threatened to block the scheme unless Britain received a fair share of the money.

The EEC Commission is now discussing a bigger transport infrastructure program me spread over a number of years.
