Which of the following most accurately describes the problem?

FIRST of the Common Market proposals outlined in the EEC White Paper on easing frontier problems has been approved: the standardisation and eventual increase of dutyfree fuel allowances.

The new directive specifies a standard 200-litre fuel allowance at EEC internal frontiers for goods vehicles and a 600-litre allowance for coaches.

Deadline set by EEC transport ministers for the introduction of the new allowances is October 1 — and the ministers have undertaken to reach agreement by July 1 next year on an increase for goods vehicles.

The action plan published by the EEC Commission set out other measures that Brussels would like to see adopted by the end of next year. They include: • Simplification of Community transit procedures by banning the requirement for presentation of transit advice notes and guarantees. • Abolition of quota checks at borders.

• The scrapping of border controls on passenger transport authorisations.

• Introduction of single, jointly-run border posts.

• Abolition of customs presentation charges.

During the period 19871992, the Commission aims to complete work on further proposals leading to the scrapping of all remaining import formalities.
