Which of the following most accurately describes the problem?

Andrews, is occupied by W. Alexander and Sons, Ltd., as a garage, but Fife County Territorial and Auxiliary Forces Association has now notified the company that tenancy must be given up on September 30.

The Association tried to end the tenancy in June, 1947, but the company pleaded that early and late buses would have to be withdrawn. he company was stated to be awaiting completion of its new garage. Notice to quit was A28 again given in 1949 and the same argument was put forward. It was alleged at that time that responsibility for the delay in building the garage lay with the local authorities and the architects.

In a letter to St. Andrews Town Council, the Association states that whatever may have happened in the early stages of negotiations, the company appears to be largely responsible for the delay.
