Which of the following most accurately describes the problem?

THE railways would have more freedom in the future and might lower their rates so as to crush road haulage, said Mr. T. D. Corpe at the dinner of the Western Area of the Road Haulage Association, last week.

It was questionable whether the present Government were capable of resurrecting road transport and whether the men who left it in 1947 would return. Changes in licensing procedure would make it easier for newcomers and would create competition. Mr. Corpe thought that industry would always prefer the efficient service provided by individual hauliers, and that there was an upsurge of youth in road transport.
