Which of the following most accurately describes the problem?

FOLLOW1NG representations from the Passenger Vehicle Operators' Association and other bodies, the London Transport Executive have agreed to issue consents to operators within their area to run tours over the Coronation route. The consents will, however, be limited by the total number of vehicle journeys over the route to be authorized by the Metropolitan Police.

Operators from the provinces, many of whom, it is expected, will be anxious to run tours to London and over the route, will have their applications considered by the Metropolitan Licensing Authority. He will seek advice from the police, the L.T.E., the P.V.O.A. and other bodies in deciding the applications.

The period over which the L.T.E. will issue consents will be from May 24 to June 22. Permission to operate over the Coronation route will cover two periods—from 10 a.m. until 6.30 p.m., during which hours provincial operators will wish to run their tours, and after 6.30 p.m., when London area operators will desire to operate tours of the illuminations and decowtions.

Announcing their decision, tge L.T.E. have indicated that they will follow the precedent set at the last Coronation. This time, however, the L.T.E. will also run special tours during the period of celebrations.
