Which of the following most accurately describes the problem?

nECISION has now been given by

the Metropolitan Licensing Authority on a number of applications for variations of backings for express services to London during the Coronation period. Additional early-morning and late-night departures have been authorized in most cases, and extra vehicles allowed in some instances.

The Authority's policy appears to have been to permit a large number of duplications on a main route, but no special duplication on an alternative route between the same points, Thus, Southdown Motor Services, Ltd., may run up to 165 vehicles a day between Brighton and London frem June 1-30 on the service via Bolney, but no additional vehicles are allowed on the services via Henfield and Burgess Hill.

The highest number of vehicle journeys authorized for any day is 170. which is the allowance to East Kent Road Car Co., Ltd., for the DoverLondon service. The figure applies to Saturdays only during the period, 126 journeys being allowed on weekdays arid 140 on Sundays.

Longer periods of increased duplication have been granted to some of the more distant operators, whose vehicle allowances are also stepped up (on the main route only) in the weeks immediately before and after the Coronation. For example, Scottish Omnibuses, Ltd., may operate up to 26 vehicle journeys a day on the Edinburgh-London service from May 24-31, and 34 (both directions included) from June 1 to June 14.
