OUR leading article this week deals with the new Government roadhaulage scheme resulting from consultation with the Road Haulage (Operations) Advisory Committee, An outline appeared last week.

To the 1,600 vehicles already hired for the movement of meat will be added, as the scheme progresses, another 2,500, making_ a total of 4,100, which will not be increased before consulting the Advisory Committee.

There will be a standing payment per week and a sliding scale for mileage. Conditions of hire and of carriage will be announced later.

The six divisional offices and the 14 area offices, to which may be added a small number of sub-offices, will be manned by people from the industry, and all except the divisions will act as clearing houses, and will be in control of the traffic operation of the hired vehicles.

The industry's part will be carried out by a Hauliers' • National Traffic Pool, which will deal with that traffic not conveyed in the hired vehicles. The branch attached to each area office will be managed by an unpaid committee of operators selected by the Advisory Committee, and each will appoint a paid manager and staff to carry out the work in the area. Participation in the • organization will be open to any haulier without fee or subscription, provided he undertakes to comply with the Minister's conditions governing the transport of goods. All administrative costs will be borne by the Minister, who will exercise control over •expenditure. .The Regional Transport Commis. sioners will enter the picture only in respect of vehicles earmarked for the " Defence Lines," and it is hoped that there will be a large number of C-. licensed operators in this category. They will be called upon for vehicles only in emergency.

Rates for traffic handed by the Ministry 'to the industry's organization for conveyance on tonnage contracts will be settled in consultation with the local committees and, if necessary, the Advisory Committee. Accounts will be payable direct. Sub-contracting of .such traffic will be permitted only on specific authority, and on conditions

covering both . the responsibility entailed and the commission allowed. The scheme' in every respect is entirely voluntary.
